How to apply for DL online
Applying for a driving license online is a simple process and involves only a few steps.
Go to the official Sarathi website of the Road Transport & Highways Ministry. From the column named “Sarathi Services,” select “New Driving license.”
You will be redirected to a new web page, which will have all the details about it. Read through the instructions. Download the form and fill all the required information.
Process to fill the DL application form online
The process for filling out an online application for a learner’s license or driving license is as follows:
Visit the Sarathi website and download the driving license application form
Fill in the form as per the instructions provided on the screen and click on ‘Submit’
In the case of minor applicants, the form is to be printed out and Part D is to be filled out and signed by the parent/guardian at the nearest RTO
Upload the documents to be submitted along with the application form (proof of age, proof of address, learner’s license number)
A Web Application Number will be generated after submission, which can be used to track the status of the application
Once the application has been processed, a notification will be sent via SMS

Gujarat New Traffic Rules Official Circular
After reducing the fines for violation of traffic rules, the Gujarat government has decided to implement the new Motor Vehicles (MV) Act 2019 from October 15.
The government said the new rules for Pollution Under Control (PUC) certificates and helmets would be enforced from October 15 in order to give adequate time to the public.
State Transport Minister R. C. Faldu told mediapersons that the government would open 900 new PUC centres to help people. “We have received representations from public regarding some issues before the new rules are enforced. We have decided to give some time before the stringent rules are implemented,” he said

Dearness Allowance is calculated as a percentage of an Indian citizen's basic salary to mitigate the impact of inflation on people. Indian citizens may receive a basic salary or pension that is then supplemented by a housing or a dearness allowance, or both. The guidelines that govern the DA vary according to where one lives. DA is a fully taxable allowance.
Two types : 1) DA given under terms of employment 2) DA not given under the terms of employment
The Dearness Allowance was introduced following the second World War, and was then known as the "Dear Food Allowance". The "Old Textile Allowance" was also introduced in 1947, though this was revised and reintroduced in 1953 as the "Revised Textile Allowance". Initially DA was given in response to demand of employees for wage revision, however later it was linked to Consumer Price Index. In the past various committees have been constituted to look into the issue of payment of D.A. to Central Government employees.
The III Central Pay Commission recommended payment of DA whenever the CPI rose by 8 points over the index of 200 (with base 1960 = 100). The extent of neutralisation granted with effect from 1-1-1973 ranged from 100% to 35%.
The IV Central Pay Commission recommended the grant of DA on a 'percentage system' of the basic pay (1986).It also recommended payment of DA twice a year; 1 January and 1 July.Each instalment of DA was to be calculated with reference to the percentage increase in the 12 monthly average of All India Consumer Price Index (base 1960). The extent of neutralisation now ranged from 100% to 65%.
The V Central Pay Commission looked into the issue of differential neutralisation and found it to be injustice to senior officers and recommended uniform neutralization of 100% to employees at all levels. The Commission had suggested that dearness allowance should be converted into dearness pay every time the cost of living rises by 50% over the base level.

The long wait of over one crore central government employees as well as pensioners for increase in dearness allowance (DA) is likely to end, as Centre is all set to give the biggest gift to them and that too today itself. If sources are to be believed, a decision to increase the dearness allowance of government employees may be taken in the meeting of the Union Cabinet slated today. However, there may be a problem. In view of assembly elections in Maharashtra and Haryana, the government would have to first get the approval of the Election Commission of India.
There are 1.1 crore employees and pensioners in the central government, and the cabinet approval will benefit them the most, because they would possibly get the maximum increase in DA by 5 percent. If the government goes ahead with this increase, the salary of these employee under the 7th Pay Commission pay scale will increase from Rs 900 to as much as Rs 12500 per month.
Harishankar Tiwari, former chairman of the AG Office Brotherhood, Prayagraj, who has been involved with computation process of DA, told Zee Business Online that AICPI figures between January and June 2019 have risen. The DA for June has been 17.09 per cent which is more than 5 per cent as compared to December.
Notably, the central government had increased the DA by 3 per cent from January 2019. HS Tiwari said that anyway, the central government has been announcing DA hike before the festival of Dussehra. Earlier, it has been announced in the month of March and September.
