Swamitva Yojana: Full details will be recorded in the records of residential property of the people of the villages.  Physical copies attached to the properties in rural areas will be given to the property owners.  The ownership scheme can prove to be very helpful in making the people living in the village self-reliant.




Swamitva Yojana: Prime Minister Narendra Modi on Sunday distributed property cards to one lakh property owners under the 'ownership scheme'.  These beneficiaries can download physical copy as well as digital property card.  Under this scheme, keeping a record of the ownership of the owners of the houses in the rural areas, the disputes related to the property and accurate land records are being prepared.  The objective of the scheme is to provide property cards with record related rights to the owners of households in rural areas.





The ownership scheme can prove to be very helpful in making the people living in the village self-reliant.  The government has made arrangements to record the complete details in the records of residential property of the people of the villages under this scheme.  Once the records are prepared, physical copies of the properties in rural areas will be given to the property owners.  Local representatives of the revenue department and representatives of other affiliated departments will prepare records relating to the property of the people.  The special thing is that through this scheme, settlement of land related disputes will be easier.




Prime Minister Narendra Modi will start the first phase today by giving a paper of ownership of the land under the ownership plan of October 11.  This will be a change-making step for rural India.  This step of the government will benefit about 6.62 villages in four years.  The ownership plan was brought out on 24 April this year by Prime Minister Modi on National Panchayat Day.  Under this scheme, the goal of legitimate resolution of property related cases in rural India has been set.  Through this scheme, the demarcated areas of the village will be demarcated with the help of drone survey technique.  This will help in reducing legal disputes in the villages.



What is ownership plan
This is a special scheme started by the Central Government's Ministry of Panchayati Raj.  It was announced by the Prime Minister on National Panchayati Raj Day, 24 April 2020.  The purpose of this scheme is to distribute property cards to give 'record of rights' to people in rural areas.  This scheme will be implemented in a phased manner in 4 years.  It is to be completed between 2020 and 2024 and 6.62 lakh villages of the country are to be covered.




How the ownership plan will be implemented
The ownership plan is a central government scheme.  The nodal agency to implement this is the Ministry of Panchayati Raj.  To implement it in the states, the Revenue Department or Land Records Department has been made the nodal department which will implement the scheme in collaboration with the State Department of Panchayati State.  The Survey of India will act as a technical partner in implementing this scheme.




Why did the need of this plan arise?
60% of the country's population lives in rural areas.  But most villagers do not have ownership documents of their homes.  The record of the agricultural land of the villages has been kept since the time of the British, but the houses were not noticed.  In many states, the survey and mapping of residential areas of villages was not done for property verification.  As a result, the property papers of many houses do not exist.  The 'ownership' scheme was introduced to overcome this deficiency.




How will 'ownership' scheme work?
 Under the 'ownership' scheme, the residential land will be measured through drones.  The drone will create a digital map of every property within the village limits.  Also, the limit of every revenue block will also be fixed.  Which house is in which area, it can be accurately measured by drone technology.  The state governments will create a property card for every house in the village.
